anas (may allah be pleased with him) narrated that an insane woman said: o prophet of allah, i have a need and i want you to do it for me! the prophet peace be upon him said: "take me to any lane you want so that i can do it for you" then the prophet peace be upon him went with her until he performed what she wants. [1].

this indicates the patience and modesty of the prophet peace be upon him while performing the needs or services for the handicapped people.

this indicates also that the prophet peace be upon him was very close to people in order to ensure their rights and guide them to the best manners and conduct. the rulers should follow the example of the prophet peace be upon him who was bearing the difficulties by himself to ensure the interests and welfare of the muslims and responding to their requirements. [2].

the rulers should provide the required health, social, financial and spiritual needs to the handicapped and fulfill their requirements.

kinds of care which can be provided to the handicapped:

provide a good level of living for them.

provide medication and the regular checkups to them.

qualify and educate them to the extent which conforms to their abilities and levels.

employee persons to serve and take care of them.

the noble caliph "omar bin abdul aziz may allah be pleased with him has responded to these prophetic manners and issued the following resolution to the states:

"provide me with the names of each blind, disabled, paralyzed or handicapped person". doing that, he employed a person for each of them in order to guide and take care of him. moreover, he provided one servant to each two handicapped persons in order to take care of them. [3].

following the same example, the amawi caliph, al-waleed bin abdul malek may allah have mercy on his soul has invented the idea of establishing institutes and care centres to the handicapped. he has established [on 707 a.d 88 a.h) a specialized entity for taking care of them, and employed doctors and servants to nurse them and provided each of them with a regular salary. he said to the handicapped: "don't beg people anything". he has provided all of their needs and employed a servant for each handicapped or blind person. [4]
